The union representing striking Chronicle Herald newsroom workers is filing a complaint with the Nova Scotia Labour Board.
The Halifax Typographical Union accuses the Herald of refusing to negotiate fairly.
HTU vice-president Frank Campbell says the Herald is not bargaining in good faith.
“Part of our complaint is that the Herald has continually sent us proposals that were designed to be rejected – in our estimation.”
Campbell says the union has made concessions on wages and pensions but it’s been difficult to even get the Chronicle Herald to sit at the negotiating table.
“We’ve had discussions but certainly no face-to-face. And we haven’t met them face-to-face even this time with the mediator. We were in a separate room, they were in a separate room and the mediator was going back and forth.”
HTU workers have been on strike for 290 days, dating back to last November.

Campbell says the Chronicle wants to break the union by repeatedly offering up the same deal.
He says the complaint will be filed this week but expects it will take some time before it is resolved.
Calls for comment from the Chronicle Herald were not immediately returned.
