Police are treating an early morning car crash in London, England, as a terrorist incident.
Officials say a car struck several cyclists and pedestrians before crashing into barriers outside the UK Houses of Parliament just after just after 7:30 a.m. local time.
A man and a woman were taken to hospital, where the woman remains with serious but non-life threatening injuries.
Another man was treated at the scene but did not require hospital treatment.
Police say a man in his late 20s was arrested at the scene on “suspicion of terrorist offences”.

“Given that this appears to be a deliberate act, the method and this being an iconic site, we are treating it as a terrorist incident,” Assistant Commissioner Neil Basu said in a statement.
Basu said their priority is to identify the suspect and try to establish his motives, but he is currently not co-operating with investigators.
“At this early stage of the investigation, no other suspects at the scene have been identified or reported to police,” he said. “There is no intelligence of further danger to Londoners or the rest of the UK in connection with this incident.”
Police say the driver was the only person in the vehicle and no weapons have been recovered as of yet.
