We have been blessed so far as to not have any Ice storms or snow for that matter.
I notice many parked cars with their Wipers Lifted in storms. This area has a fair amount of freezing rain during the winter months and those Wipers can surely get frozen to the windshield .
Those that leave them lifted must be for a reason ?
Several wiper blade manufacturers recommend pulling the blades away from the windshield during the winter months to prevent ice buildup on the rubber squeegee and to eliminate the possibility of them sticking to the windshield.

The Canadian Automobile Association (CAA) recommends keeping them down, because raising them is likely to reduce their pressure against the windshield over time, resulting in visibility issues. As well, wipers could snap back and crack your windshield, especially on a very cold day. While lifting your wipers prior to wintery weather may reduce some wear on the rubber, the vast majority of wear happens while actually using the wipers, so you won’t be doing much to increase their longevity.
I guess it all boils down to your personal preference , leave then down and chip away at them or leave them up and hope the spring doesn’t weaken to the point of pressure loss against the glass.
