The Nova Scotia Teachers Union says job action is likely on December 5th.
The NSTU and Department of Education and Early Childhood Development met with a conciliator over two days this week in an attempt to reach an agreement.
Talks broke off Friday afternoon after the two sides were unable to reach an understanding.
In a statement the NSTU says they are disappointed and that government is unwilling to negotiate working conditions into their collective agreement.

Premier Stephen McNeil says he too, is disappointed.
But he says teacher’s demands are unreasonable and would cost the province almost $500 million dollars.
McNeil says the province offered up $10 million for teachers and the union to address classroom conditions.
