SWSDA Board and CEO Anderson slammed in Ombudsman's report.

A 28 page report from the province's Ombudsman says the board of directors of South West Shore Development Authority didn't follow provincial guidelines for spending provincial money in 2005 as a maintenance fund for the former Shelburne Youth Centre. Ombudsman Dwight Bishop also said that SWSDA's CEO, Frank Anderson, appears to be in a conflict of interest and that board members acted as a rubber stamp for Anderson's actions. Bishop's report also noted that Anderson is also the CEO of the Yarmouth Area Industrial Commission which have common board members and share facilities. He said Anderson’s position with the commission seems to violate the authority’s own conflict-of-interest policy. The report's recommendations call for three audits — on the sale of the youth centre, the maintenance fund and associated interest; whether taxpayers are getting value for money; and authority governance.
